Rolex Farr40 European Championship

1-INTRODUCTION

The Norddeutscher Regatta Verein and the Luebeck Yacht Club invite Farr 40 sailors and sailing enthusiasts to celebrate the fifth annual Rolex Baltic Week in Travemuende, Germany. This year’s Rolex Baltic Week will feature the Rolex Farr 40 European Championship. The event is also valid as the fourth and final series of the European Circuit North for the international Farr 40 fleet. Besides offering superb sailing conditions on the Baltic Sea, the Race Organizers are planning a wide range of social events in the Race Village at the estuary of the river Trave. The event will be held from Tuesday 26 through Sunday 31 August 2008.


2-ORGANIZATION
The Rolex Baltic Week 2008 will be organized by the Norddeutscher Regatta Verein (NRV) in conjunction with the Luebeck Yacht Club (LYC), the Farr® 40 Class Association and the Farr® 40 European Fleet.

The Organizing Authority is the NRV Marketing GmbH in conjunction with the Farr 40 Class Association. The Pre-Event Regatta Headquarters (until 25 August 2008) will be at the NRV Marketing's site.

The Organizing Authority and/or the Race Committee reserve the right to modify the programme according to prevailing weather conditions and /or other unforeseen circumstances with the prior approval of the non sailing class representative. The Race Committee intends to conduct as many races as practicable on each scheduled day of racing, up to a maximum of ten races for the series.


5-ELIGIBILITY
The regatta is open to all Farr 40 One Design Class yachts as defined by the Farr 40 Class Rules. All competitors shall be in compliance with the ISAF Eligibility Rules. Owners, charterers and substitute helmsmen shall be current members of the Farr 40 Class and approved by the Farr 40 Class Eligibility Review Committee.


6-ENTRIES AND FEE
An eligible yacht may enter by lodging a completed entry form online at www.rolexbaltic-week.com and by paying the entry fee not later than 26 July 2008. The entry form can also be downloaded on the internet at www.rolex-baltic-week.com and be sent via fax or regular mail. For further information please contact the Organizing Authority. The entry fee is € 600 per boat. The entry fee should be paid online at www.rolex-baltic-week.com by credit card (PayPal) or by bank transfer (at no cost for the Organizing Authority) to:

Late entries may be accepted by the Organizing Authority. An additional late entry fee of € 400 will apply. The entry fee is non-refundable.


7-REGISTRATION
7.1 - Per Class Rule Appendix 5 crew lists and ISAF Sailor User IDs for all Group one competitors, along with designation of helmsman shall be submitted to the Farr 40 Class Association no later than 12 August 2008.
7.2 - To qualify as an official competitor the following shall be lodged with the Race Office prior to the closing of registration at 18.00 hrs on 27 August 2008:
a) Complete Registration Form with Organizing Authority including Entry Form, Crew Disclaimer and Media Waiver duly completed, as supplied by the Organizing Authority, signed by EACH crew member and entry fee paid;
b) Current 2008 One Design Certificate;
c) Measurement forms on file with the Organizing Authority;
d) Class Rule Appendix 5 – Sail and Crew Declaration;
e) Class Rule Appendix 10 – Declarations
by owners, boat captains and tacticians, stating that their boat fully complies with Class Rules and that they will abide by said Class Rules while racing;
f) Owner, charterer and substitute helmsman 2008 European Fleet dues paid for those competing in one of the Farr 40 European Circuits (North or Med);
g) Owners, charterers and substitute helmsman Class Membership dues for 2008 paid and on file with Stagg Yachts;
h) Owner/skipper must be a member of their Member National Authority or affiliated Yacht Club, and provide a copy of their membership card;
i) All owners, tacticians and boat captains shall be required to sign a Yacht Owner Compliance Declaration, per Appendix 6 of the Class Rules, that their boat fully complies with Class Rules and that they will abide by said Class Rules while racing.


8-RULES
8.1 - This Regatta will be governed by the following rules:

8.2 - In the event of conflict with the Notice of Race, the Sailing Instructions shall prevail except that neither shall change nor alter any Class Rules.
8.3 - Yachts shall comply with the 2007- 2008 ISAF Offshore Special Regulations, Category 4 (except no ORC storm trysail shall be required for this event) and Appendix 3 of the Farr 40 Class Rules. In the event of conflict, designer and manufacturers original standards shall prevail.
8.4 - English shall be the official language used at the event.


9-ALTERATIONS TO THE RACING RULES OF SAILING
9.1 - In accordance with RRS 86.2, the definition "Two-Length Zone" is replaced with "Three-Length Zone“ - the area around a mark or obstruction within a distance of three hull lengths of the boat nearest to it.
9.2 - The scoring penalty in RRS 30.2 is reduced to 10 %. The second sentence now reads “If a boat breaks this rule and is identified, she shall receive, without a hearing, a 10% scoring penalty calculated as stated in RRS 44.3 (c)”.
9.3 - RRS 44.1 and 44.2 are changed so that, except for infringements of Part 2 that occur within three boat lengths of a rounding mark or finishing mark, only one turn, including one tack and one gybe, is required.
9.4 - The maximum amount of drinkable liquid aboard each yacht shall not exceed six litres per person per day. This liquid is included in the restrictions for movable ballast in RRS 51.
9.5 - Video, data and/or photographs taken from any source shall not be used as evidence at protest hearings. This amends RRS 63.6.


10-MEASUREMENT AND INSPECTION
10.1 - Measurement will take place on 26 and 27 August 2008. A yacht shall provide a minimum of two people to facilitate measurement.
10.2 - Random boat and equipment inspections may be conducted prior to, between races and after racing each day to check for compliance with Class Rules, the NoR and the 2007-2008 ISAF Offshore Special Regulations, Category 4.
10.3 - Sail Measurement Each yacht may measure and declare a maximum of nine sails (Class Rule 25.0). Sail buttons must be sewn on prior to measurement. Sails that do not meet initial measurement criteria may be re-measured once only.
10.4 - Crew Weight All crew members will be identified by ID or passport and weighed as per Class Rules prior to the start of the regatta.


11-RACING AREA AND COURSES
The racing area will be the waters in the Bay of Luebeck outside the river Trave. The race course is planned to be set in a circle around the GPS coordinates 54.01,6 North and 10.55,6 East. The Race Committee reserve the right to change this due to weather conditions and/or other reasons. Courses will be windward/leeward as diagrammed in the Sailing Instructions, with windward offset marks and leeward gates.


12-SAILING INSTRUCTIONS
The Sailing Instructions will be available at registration.


13-SCORING
Ten races are scheduled of which a minimum of four races will constitute a series. Each yacht’s series score will be the sum of all her race scores. There will be no discard. This changes RRS APPENDIX A2.


14-PENALTIES
14.1 - RRS 44.1 and 44.2 are changed as described in NoR 9.3.
14.2 - The penalty, if any, for any infringement of the rules (including the Class Rules and ISAF Offshore Special
Regulations, Category 4) other than RRS Part 2 is at the sole discretion of the Jury in consultation with the Class Representative, and may be other than disqualification. This changes RRS 64.1.

15-INTERNATIONAL JURY
An International Jury will be appointed by the Organizing Authority in consultation and with the written permission of the Farr 40 Class Association. Decisions of the International Jury shall be final (RRS 70.4).

16-HAUL-OUT RESTRICTIONS
Yachts may be hauled out after hull weighing and during the regatta only with the prior written permission of the International Jury, and under such terms as they may decide. Normally, the Jury shall grant such permission only if necessary to repair damage. While hauled out, bottoms and foils shall not be sanded, polished, washed, or otherwise worked on except as permitted by the Jury in the area of repair. Hulls and appendages may be cleaned in the water.


17-RADIO COMMUNICATION
A yacht shall neither make radio transmissions while racing nor receive any information via radio not available to all yachts. This restriction also applies to mobile telephones. Race information will be given on a VHF channel. The channel will be announced in the Sailing Instructions.


18-COACH AND SUPPORT BOATS
18.1 - Competitors’ attention is drawn to the applicable Class Rules and Interpretations.
18.2 - All coach and support boats have to be registered at the Race Office. They shall declare which racing boat or boats they are attached to. They shall be marked with the national flag of the country they are representing. They may be required to display bow numbers and/or identification flags during the regatta provided by the Organizing Authority at registration. Coach and support boats are kindly requested to follow all speed regulations nearby the harbour.


19-ADVERTISING
Each yacht may be required to display event advertising on the bow, and may be strongly urged to display advertising on the backstay and boom. While not racing, all yachts are strongly urged to fly the event
flag from the forestay. The decals, the pennant and the flag will be provided by the Organizing Authority at registration. Every effort shall be made to retain the decals on the bows. One set of bow numbers per boat will be
issued for use in the Rolex Farr 40 European Championship and shall be displayed as specified by the Organizing Authority. The Organizing Authority may also require the installation, at no cost to competitors, of onboard video cameras or global positioning devices.


20-SPECIAL AWARD AND TROPHIES
A Rolex chronometer and the European Championship Trophy will be awarded to the owner of the winning yacht at the Rolex Farr 40 European Championship. A Corinthian Trophy will be awarded to the owner of the top placed yacht in the Rolex Farr 40 European Championship meeting the Corinthian requirements. Trophies for first through fifth place overall and for the winners of each racing day will also be awarded. A perpetual European
Circuit Trophy will be awarded to the yacht placing first overall in the Farr 40 European Circuit North. Trophies for first through fifth place overall in the Farr 40 European Circuit North will also be awarded.


21-LAUNCHING AND BERTHING
Free berthing for competing yachts is provided from the time of registration until the morning after the Prize Giving Ceremony on 1 September 2008. The berthing area is reserved at special jetties directly in front of the Race Village aside Luebeck Yacht Club’s club house restaurant “marina”. The area will be advised by the Race Organizers or the harbour master. A crane for launching / hauling out and cradle parking will be provided at the Boebs shipyard (Boebs-Werft, Phone:+49/(0)4502/5051, Fax: 2284, Email: info@boebs-werft.de). The use of the crane will be provided free of charge during registration times and after the last race until lunch time the following day. Any additional use of the crane will be provided for € 120 (+ 19 % VAT) per launching OR hauling-out.


22-DIRECTIONS AND PARKING

Car and trailer parking areas will be provided directly behind the Race Village free of charge during the event. Parking is only allowed in these areas. Boebs shipyard address:

The cradle parking area will be provided free of charge at the Boebs shipyard. There will be outdoor and indoor space available for boat preparation. Please coordinate the arrival and departure dates of the yacht with the Race Organizers or the Boebs shipyard directly. Direction by car: Leave the A1 motorway Hamburg–Luebeck–Puttgarden at triangle cross “Bad Schwartau”, turn right onto A226 in direction “Luebeck-Travemuende”. Stay on the motorway A226 (blue direction signs) until the two lane road continues as B75 (yellow direction signs) in direction “Luebeck Travemuende”. To the Race Village: After approx. 9 km turn left on the left lane in the direction of “AROSA” into the street “Moorredder”. Stay on the “Moorredder” which continues further along as “Am Fahrenberg”. Turn right at the end and follow the Rolex Baltic Week signs. To the launching area: Stay on the B75 and turn right at the end into the Travemuender Landstrasse. The Boebs shipyard is in approx. 500 meters on the left side.

By plane: Nearest airports are Hamburg Airport and Luebeck-Blankensee. Luebeck is a Ryanair destination. The Race Village in Travemuende is about 40 km to the North of Luebeck-Blankensee airport and about 90 km northeast of Hamburg. Hamburg Airport may be reached with all international carriers.


23-ACCOMMODATION
The Race Organizers have reserved hotel packages and apartments at varying rates for the duration of the event to make the stay in Travemuende as enjoyable as possible. Please be aware that the end of August is still high season and holiday time in Northern Germany. Therefore reservations should be made as early as possible. Apartments
There are a limited number of holiday flats available in Travemuende and the surrounding area for 4 (+/- 2) persons or more. The price depends on the size, the number of beds, the location and the comfort standard, starting from approx. 85 Euro per night. A selection of apartments may be booked with reference to “Rolex Baltic Week” until 1 July 2008 with Luebeck Travemuende Marketing (LTM). The LTM may also arrange overnight stays in bed & breakfast rooms and small private hotels.

24-SHUTTLE SERVICE TO SARDINIA

26-CREW DISCLAIMER AND MEDIA WAIVER
All crews will be required to sign the Crew Disclaimer | Media Waiver appended to this Notice of Race upon registration at the Race Office in Travemuende prior to the event. Crew Disclaimer | Media Waiver may be viewed in advance on the event website at www.rolex-baltic-week.com.


27-INSURANCE
Each participating boat shall hold Third Party Liability insurance, valid for the duration of the regatta, with an appropriate coverage for personal injury and property damage. By showing the proof of insurance to the Organizing Authority the skipper and / or owner certifies the validity of such coverage. The Organizing Authority will not check the validity of this proof of insurance. It remains the sole responsibility of the skipper
and / or owner that his boat has the required Third Party Liability insurance coverage. The Organizing Authority will only accept proof of insurance stated in English or German language. Personal insurance such as accident and health insurance are the sole responsibility of each competitor.
